If my pH is a little high, do you think it's better that I use Conditioner or pH Down to try to lower them a little? (Or just leave it and see if he is adaptable to the level?)

* 5gal tank
* low flow filter
* temp is at 79
* pH is hovering between 7.0-7.2

In process of transitioning new Betta into tank. pH was at 6.8 - 7.0 earlier before I started floating him.

The best is 7.0 so you're safe. I think the Range is 6.5-8.0. That's what I think.

IAL will bring down the PH and also condition the water...

It's safest not to mess chemically with the pH. Just use water conditioner. If you want to lower the pH, use natural methods such as Jeff suggested. Malaysian driftwood will also lower the pH.

7.2 is not high at all, Bettas can tolerate pH levels from 6.0 ~ 8.0 so really, don't fret.

Like Bomb has said its best not to mess with pH, it can really mess things up.
