Please help😟

I have my betta ruby for three weeks now.A week ago,i noticed that she had ick so i tried using salt baths at first,but she grew worse and i had to use medicine for her.The spots disappeared for a few days then she suddenly became lethargic and showed weird white translucent stuff on her fins...She does not eat,and she seemed to be laying motionless for periods of time.
Tank size:3.5 gallons
uncycled,running for two weeks,first week was in bigger cycled tank when my mom forced me to downgrade her
medications:Ocean free slime,white spots and velvet away
symptoms:not eating,not moving much,white translucent tips of fin,weird patch on head since purchase
