+1 to what veggiegirl said. Regular water changes are very important to the health of your betta - with a 5 gallon, 50% once a week is recommended. I agree, a picture would be helpful in diagnosing.

How has your betta fish's appearance changed? He's not as bright and his pectoral fins are not visible
How has your betta fish's behavior changed? He can barely swim to the top. He just sits at the bottom or in plants without moving and will only try to swim to the top for food but then sinks back down. Normally he swims all over and never has a problem
