That looks like a sore caused by bacterial infection to me - the white may be an overproduction of slime coat caused by the wound.
You can treat conservatively with AQ salt, or hit it hard with an antibiotic.

Personally I would start with the salt, meds are hard on them...

I would scoop out a few cups of water, heat them up, and mix in 10tsp of the AQ salt. Make sure it's totally dissolved. Then add that solution to the tank... over the course of several hours. Pour in a little, come back 30 mins later and add more, until it's all in there.
