idk what it is i have two bettas in a ten gallon tank and this is the only one with the sore appetite and mood is unchanged; tail fin is clamped sometimes.

That looks like a sore caused by bacterial infection to me - the white may be an overproduction of slime coat caused by the wound.
You can treat conservatively with AQ salt, or hit it hard with an antibiotic.
