Tail Biting?

My baby Pic has damaged fins, when I first bought him , about 6 months ago, he had what looked like a smal "knot" on his uppermost fin. It never got worse and he seemed happy and active so I never gave it a second thought. Over wintertime I took a flight and left him in the care of a relative for 8 days. When I came back there was damage on his lower two fins. He's still incredibly active; however, I'm worried that his fins might get worse.

I feel like this is not fin rot since he does not seem sick, but I really have no experience with this problem. I am putting the best picture I have of this damage.

What tank mates does your betta fish live with? no

Food
What type of food do you feed your betta fish? Pro Vitamin Flakes, occasional dried blood worms, dried brine shrimp, and when i have money he gets frozen blood worms.
How often do you feed your betta fish? once a day

Maintenance
How often do you perform a water change? once a week
What percentage of the water do you change when you perform a water change? all of it
What type of additives do you add to the water when you perform a water change? tetra dechlorinator


Symptoms and Treatment
How has your betta fish's appearance changed? Damgage to fins
How has your betta fish's behavior changed? very happy, super active
When did you start noticing the symptoms? more severely 2 weeks ago
