I adopted a CT female on Saturday night that was previously owned by my boyfriends brother (who didn't really know how to properly care for bettas). She is doing great and gets along well with my peppered corys. I just noticed though that one of her ventral fins seems to be torn slightly. I'm almost positive that this must have happened before I got her. I was just wondering what I should do to help her? Will it grow back? Is there anything special I should do for her?

it will grow back with time, just make sure you keep the water clean to prevent any infection and all will be well :)

I clean the water in the tank twice a week and treat it with stress coat. Is that enough? Or should I change it more often? And should I add extra stress coat?

It's a ten gallon. I put in the amount that the bottle says to (5mm per 10 gallons) I put a little extra though when I added her to the tank
