Weird Coloration to my girl's tail fin!

My female betta Ember's tail seems to be turning a dark brown color
near her body. Is this a sign of fin rot? She is so young and tiny, I know
that the illness will kill her if it is fin rot!

I am about ready to give up on owning fish if they constantly get sick.
(I clean the water every 3 days, I only feed her two pellets twice a day.)

Fin rot wont kill her if you treat it. How big is your tank? Is it filtered?
