Help! his fins wont grow back! I dont think anything could cut his tail. I change his 5 gallon tank with 40 percent water change

Try Aquarium salt :) helped by tail biter.

We need more info...copy/paste/complete and add this to your thread-along with a clearer pic so that we can see his tail better...full flare would be great...
