What is this? A parasite?

Hey guys my female betta lost a lot of scales when she had pop-eye. I noticed this little spot where her scales haven't seemed to grow back yet and there was some white in it... Is that a parasite or just a new scale? (I've noticed the scales growing back in are a white color) sorry about the air bubbles, just did a full water change a couple days ago after the pop-eye incident and now there's air bubbles

Here's a close-up:
Sorry about the dead leaves, my Java Ferns evidently decided to trash the clean tank earlier today...

When scales are lost, it is white underneath, so it could be just her "skin". Does it look cottony at all, or like a fungus?
My last betta had 1 or 2 scales missing. If Bluestar has lost some scales it should look like a little shiny metallic spot. Like the scales of "Rainbowfish" in the children's book :) Anything else could be bacteria or fungus.
Yes, it looks kind of cottony. Any recommendations for treating fungus? I'll put her in a quarantine tank but past that I have no idea. I'll check the stickies too.
Stickies will have some information on it. If it looks like cotton it might very well be bacterial and not fungal. If you don't have anything on hand for treating that then AQ salt will help and even make it go away.
Also noticed her spine is crooked... Will upload pics
It's bent down and slightly right... Confused as to what causes this betta "scoliosis"
