what's wrong with Roy's tail? Fin rot maybe?

So Roy is my newest veiltail betta. His tail kinda tore when I moved him from his 1 gallon bowl to his 2.5 gallon tank. So I just noticed this a couple day's ago and it doesn't seem to be getting worse. Here's a pic (it's a little blurry but I'm sure you get the jist of it):
