So I noticed a white spot on by betta's tail fin right up next to his body. It almost looks like a blister or a whithead. Only just noticed it in the past day or two and see no others on him. I dont think it looks like ich, but I'm no expert. Can anyone tell me what this might be?

I got this boy back in January from a coworker who didn't really want him anymore. She had him in one of those self cleaning tubes for about a year. He seems to have mild fin rot and was a little bloated looking when I got him. Aside from his fins still being a little rough, he seems fine now.
I have him in a 5.5 gallon with a heater ( temp stays around 75-77F ) and diy sponge filter. I do a partial water change one or twice a week.

UPDATE

It looks like the white spot is getting smaller or closing up. So I guess whatever it was is healing on its own?

Is this normal or should I still be concerned?
Also does anyone have advice on helping his fin rot damage heal? The only advice I was given was to do regular water changes. So far it doesn't seem to be getting worse.
