Betta not using his tail?

My boy is only swimming with his front fins lately, ignoring his tail. He can use it, he's just not.. It also appears like theres's patches of whitish brown on his cheeks, I was thinking velvet, depression.. something I'm not sure. ): The marks are hardly noticeable unless light hits them in a weird way, it kinda just looks like shadows.. i can't really tell / get a good picture of it. :/

He's eating just fine, pooping normally.. clean tank.. ):
I don't know about my waters ph levels and all that good stuff.

It kinda looks like there's a little on his belly too.. and he just sinks..

I have some medicine i used for swim bladder/constipation a while ago, diaphamine? or something, but i'm not sure that'll do the trick here.

hmmm interesting. Mine is doing that, has been since I got him. He's my first betta so I thought it was normal. He's still very active, swims all over the tank, in and out of every tight spot he can find between plants and accessories but he doesn't use his tail much. I thought it was just from being stored in a tiny bowl.
