Betta tank is cloudy after a partial water change?

I just put my betta into a new ten gallon tank, about a week ago. This tank has a filter and heater and rocks and such.
Before I put the rocks into the tank, I cleaned them off and went through the procedures.
When I did a partial water change today, I took about 30% of the water out, and added the conditioner / dechlorinator into the water before placing the water back in. I also added some aquarium salt and bettafix since my fish is healing from finrot, but I also did that before adding the fixed water to the tank. It wasn't cloudy when I put the water in, but I walked away and came back an hour later and the tank is SUPER cloudy. The filter and heater have been running, but I'm concerned for my betta's health.
Is this normal, or did I do something wrong? Please help, I searched on google but I've yet to find a direct answer.

If it's that newly set up, than I'll assume that there might me gravel particles or debris in the gravel, and the new water stirred it up. The filter may not be powerful enough to remove them from the water immediately.
Do you have any plants? If one has died without you noticing in the short time, or a few leaves decomposed, the debris would be stirred up in a water change.)(I'm not sure whether I said anything correct, so you will have to double-check with someone more experienced than me.)
You say that you were putting AQ salt in for finrot. From what I've read ,that doesn't work for fin rot.(Nice thread on it here )

I'm also using a medicine for betta as well as the salt, and in a weeks time I've noticed the fins have been growing back and healing. The reason why he got finrot is because I adopted him from my brother, whom had him in a small bowl and barely cleaned it. From that time, I've gotten him a tank with a filter and such. But I do have a medication as well, thank you for the thread suggestion!

So do you think I should change the water again? I don't want to stress the little guy out.. Or do you think I need to take all the water out and clean the rocks again?

I don't think changing the water again(Small amount) would be a bad idea, and you could try and take the rocks out of the water, rinsing them, and placing them back in with out dumping the water sounds like a good idea to me. I wouldn't be terribly concerned. In new tanks it is very common for the water to get milky white for a short period. What you are seeing is a bacterial bloom that is consuming DOC (dissolved organic compounds) in the water. Water changes aren't necessary as it will pass on its own in a day or so.

Watch your fish for gasping, though, as the bacteria consumes O2 from the water. Other than that, it is harmless to your fish.

I don't see the reference to Equalibrium. If you're using treated tapwater that should not be necessary. What brand conditioner are you using?

If his fins are on the mend, you can discontinue the salt treatment. Clean warm water is all he should need for minor fin-rot.
