No, he's not a female. My betta acts like that too. See, Charcole has for too long fins to be female. But just to be sure, you can check his underside for a white spot. If there is no white pearl thing, he is not a female.

 

Sometimes younger males will have a fake egg spot but yours would probably be too old to have one. Anyway, he's definitely a male.

He's a male for sure. Some guys just don't flare! Or the flare at very specific things...

I used to have a male betta that would only flare at a blue pencil I had...and a few of my bettas will flare at one betta, but not another.
